01
Phase One — Diagnostic

What you actually have, measured against what gets asked.

We inventory your priority sites the way a location advisor does: control and title, environmental and geotechnical status, wetlands and cultural resources, utility capacity in writing, transportation access, zoning and entitlement path, and the realistic timeline from LOI to vertical construction.

In parallel, we benchmark your positioning against the communities you are actually losing to — not the ones on your peer list — and test where your current target industries hold up against your labor shed, utility profile, and land inventory.

You get

A scored readiness profile for each site, a gap register ranked by what it costs you in real competitions, and a candid read on which sites deserve investment and which ones should come off the map.

Phase Two — Gap Closure

The unglamorous work that decides shortlists.

We sequence the gap register by impact and cost, then manage the closure: scoping and bidding third-party studies, securing written utility capacity confirmations, resolving control and access questions, aligning the entitlement path, and assembling a due diligence file that survives a consultant's review rather than requiring a phone call to explain.

Where a state or third-party certification program is the right vehicle, we prepare the application and the underlying record. Where it isn't, we say so — certification is a tool, not the goal.

Phase Three — Strategic Positioning

A story your data can carry.

Readiness without narrative gets you evaluated. Narrative without readiness gets you eliminated. This phase builds the connective tissue: a refined target industry set with the evidence behind it, a value proposition written for corporate decision-makers rather than local stakeholders, and prospect-facing materials — data book, site briefs, RFI response infrastructure — that answer questions before they're asked.

We also make sure the material is findable and machine-readable, because a growing share of first-round screening happens before anyone in your office knows a project exists.

Who We Work With

Good fit

  • Communities with at least one site worth serious investment and the political will to invest in it.
  • Regional partnerships aligning multiple jurisdictions around a shared inventory.
  • EDOs whose strategic plan is more than four years old, or whose site portfolio has never been assessed against outside standards.
  • Typically 3 to 25 staff. Based in Indiana, working nationally.
Honest Fit Note

If your priority site has unresolved ownership, no utility path, or an entitlement fight ahead of it, this engagement will tell you that in Phase One — which is worth knowing before you spend three more years marketing it.
